Sandton – Independent Communications Authority of South Africa (ICASA) will have to revoke the 5 years broadcasting license granted to Giyani’s Community Radio (GCR) if the investigation will go in favour of Greater Giyani Municipality (GGM) following the allegations that GCR station manager Gezani Norman Chauke well-known as Prenoman Chabani failed to appoint board of directors but instead he allegedly appointed his allies and relatives.

It’s alleged that GGM since last year has launched a complaint against Chabani and GCR. It’s also alleged that Chabani who hails from Mukhomi village in Malamulele has performed fraudulent activities and paid his wife 60K. Giyani View has learned that Chabani’s wife isn’t an employee at GCR.

Limpopo provincial police spokesperson Colonel Moatshe Ngoepe said there was no case opened at this stage after reports that the Giyani Revolution Task Team (GRTT) had opened the case with the HAWKS to investigate Chabani’s alleged fraud and corrupt activities.

“We haven’t opened the case yet pending the finalization of engagement processes between the board and ICASA,” Ngoepe said
Gift Maswanganyi GRTT’s convenor said they had consulted Maj-General Ngoveni (Cluster) Commander of Giyani SAPS.

“He confirmed to us that he will consult Detective Col Mabasa (Commander of Branch). And I have received a call from Col Mabasa to inform me that Col Modika of Hawks is the Investigating Officer of the case. We are now satisfied that our complaint has been attended to effectively,” Said Maswanganyi.

According to our mole, case number 267/10/2017 Giyani SAPS was reported on 11/10/2017 and is being investigated by the HAWKS Polokwane Commercial Crime, as Prenomen Chabani, his Board members, his wife and few employees are under investigation.

“This is how crime was committed; Giyani Community Radio is a Non Profit organization (Dept of Social Development registered),
granted 5 years broadcasting licence by ICASA, Chauke aka Mr Pree went to register a CK called GCRFM106 FM.

“When companies place advert on high rotation instead of money paid to GCR transfer goes to his personal company Tsatsa Media (Pty) Ltd.For the past four years he has been committing that crime. Worse thing is that he imposed useless board members including his uncle Pastor Tlhavani, Malamulele people and avoiding local Giyani people.

“What angered activists is that since GCRFM started in 2014 April to date, 39 employees have been sucked without following proper Labour, taxation Act and internal disciplinary due Processes.

“Gezani Chauke who is a former security guard in Johannesburg has hijacked the vision of Solomon Khoza who was supposed to lead the station,” our mole alleged.

Khoza wasn’t reached for a comment at the time of going to press. Limpopo provincial HAWKS spokesperson Captain Matimba Maluleke hasn’t answered questions sent to him if the HAWKS are investigating alleged corrupt Chabani.

Giyani View has also launched a complaint to ICASA (Complaint Reference No: gau3063/17) against GCR for running a show that included Giyani View without consultation with its management. During the interview, GCR has really defamed us,”Jonk Mashamba’s editor-in-chief claimed.

ICASA has confirmed that it will revert back to Giyani View with relevant information into the matter.

According to our mole at ICASA broadcasting license is controlled by board members and that management is appointed by the board. “But at GCR, that is contrary,” alleged the mole. “Chabani appoints his board of directors and signs the cash, conclude the mole.

Giyani Community Radio Constitution obtained by Giyani view reveals that Chairman, Secretary, Treasurer of the Board must sign the Bank money, but instead Chabani and his wife are the only signatories.

Maswanganyi stated 10 reasons why Chabani should fall:

1. Giyani Community Radio is an NPO.
2. Only Board of Directors must Sign for Bank account and
3. Station Manager must be appointed by Board; only people residing in Giyani must serve in the board.
4. A board must be held accountable by community; they must push station manager to account for he healthy work conditions
5. All monies of the station must deposit only to GCR FM account.
6. Staff must sign employment contract, must be warned and disciplined by board.
7. If a station management commit fraud, crime or wrongful acts board must suspend him/her.
8. Community has rights to complain and petition all station management and board to vote them out.
9. Community can review all documents and open a case against all wrong doers.
10. If a management member commits crime he must, resign and face charges until a case is decided by the judge.

 

GGM spokesperson Steven Mavunda was once quoted as saying that the municipality had launched the complaint to the relevant stakeholders, and the municipality wished to have no comment about the GCR’s saga until the matter had been dealt with.
